As cut-offs happen, bills 鈥榙ie鈥 (with the caveat that any bill can be resurrected at the legislature鈥檚 will). They don鈥檛 make it for the long haul.聽Lobbying, (campaigning) is the primary vehicle for either 鈥榢illing鈥 a bill or keeping it alive. That is why contact with legislators throughout the session is so critical.
